МОСКВА В правительстве РФ надеются с 1 октября текущего года запустить конкурентный сектор оптового рынка электроэнергии, так называемый сектор "5-15". Об этом сообщил журналистам вице-премьер российского правительства Виктор Христенко.
Он провел очередное заседание правительственной Комиссии по вопросам реформирования электроэнергетики.
По словам Христенко, до 1 сентября должно быть выпущено постановление правительства, которое зафиксирует старт сектора "5-15". "Реально речь, конечно, идет о 15 процентах рынка", - отметил вице-премьер.
Христенко тажке сообщил, что цены в этом конкурентном секторе будут как минимум не выше, а, скорее, ниже, чем в регулируемом сегменте рынка.
Вице-премьер также сообщил, что на сегодняшний день уже снята половина разногласий по принципам работы оптового рынка переходного периода. В частности, рассказал он, решено, что в регулируемом секторе не должно быть свободы заключения прямых договоров. Эти договора будут возможны на конкурентном 15-процентном сегменте рынка.
В случаях, когда между прямыми договорами будет возникать конкуренция за право вхождения, то, вопреки звучавшим предложениям делать приоритеты по энергоемкости и общенациональному значению, решено установить принцип равного недискриминационного доступа к сетям.
Участниками конкурентного сектора, по мнению членов комиссии, могут быть любые организации, которые отвечают стандартным требованиям рынка. "Не стоит здесь перестраховываться, работа в конкурентном секторе будет носить практически заявительный характер", - сказал Христенко.
Он пояснил, что члены комиссии, исходили из того, что 15-проценнтный сегмент должен в максимальной степени нести в себе все аспекты перспективного итогового 100-процентного рынка. "Делать какие-то изъятия на переходный период бессмысленно", - отметил вице-премьер.
Христенко также сообщил, что работа над устранением разногласий по принципам функционирования конкурентного сектора оптового рынка электроэнергии продолжится на следующей неделе, когда комиссия вновь соберется на свое заседание.
